    Abstract
    The shortcomings and limitations of Library of Congress Subject Headings (LCSH) are examined, focusing on problems of subject term specificity, inconsistent identification and selection of concepts as subject headings, retention of outmoded headings, inadequate cross-reference structure, and low level of indexing exhaustivity. These problems are attributable to both Cutter's Rules for a Dictionary Catalog (the theoretical model upon which LCSH are based), and the unsystematic manner in which LC has applied Cutter's Rules in constructing entries for its subject catalog. Methods of improving subject access in libraries, for both on-line and printed catalog environments, are discussed.

    Abstract
    Libraries using the LCSH can increase the effectiveness of their subject access. This can be accomplished through one of four methods for applying an increased number of headings: the addition of subject headings in situations where none have been supplied by LC; the use of pattern secondary headings; the use of major + minor techniques; and the use of minor + major techniques.     Abstract
    Cataloging and classification provide intellectual access for organizing resources in libraries. In New Zealand, bibliographic control is largely through the application of Library of Congress Subject Headings (LCSH). LCSH provide a sense of context and order. In Indigenous frameworks this sense of order can be found in the link between epistemology and knowledge structure. This article argues that the development and application of Maori subject headings is directly related to the natural order that is pivotal to a Maori worldview. The impact of this worldview and its associated values are explored in the context of the construction of Nga Upoko Tukutuku.

    Abstract
    The Michigan State University Libraries (MSUL) digital repository contains numerous collections of openly available material. Since 2016, the digital repository has been using Faceted Application of Subject Terminology (FAST) subject headings as its primary subject vocabulary in order to streamline faceting, display, and search. The MSUL FAST use case presents some challenges that are not addressed by existing MARC-focused FAST tools. This paper will outline the MSUL digital repository team's justification for including FAST headings in the digital repository as well as workflows for adding FAST headings to Metadata Object Description Schema (MODS) metadata, their maintenance, and utilization for discovery.

    Finding needed environmental information by the library users creates some difficulties. This paper evaluates Library of Congress subject headings related to a broad range of environmental topics. The evaluation is limited to entries found in the subject file of the WLN database.     Madison High School Library joined the South Dakota Library Network (SDLN), a multi-type library consortium with a shared online catalog in 1998. This study compares subject access in this small high school library both before and after the retrospective conversion.     Abstract
    This paper discusses some common problems which catalogers of Slavic materials may encounter in establishing Slavic headings under AACR2. Three categories of headings have been selected: geographical, corporate and personal names concerned with the Soviet Union. Emphasis is placed upon cases where a cataloger may apply the rules correctly, but still establish an incorrect heading. Sources of these types of problems are identified and suggestions are made for dealing with them.

    Analyses mathematical terminology to give practical hints for assigning subject headings to a book and proposes a method to use for subject analysis. The method is based on connections between the subject-classification scheme of the American Mathematical Society and indexing with subject headings. Gives examples and compares them with LCSH and PRECIS. A thesaurus of mathematics, using PRECIS methods and connecting with the Amercian Mathematical Society classification is desirable.     Abstract
    Library of Congress Subject Headings (LCSH) geographic headings for the Southern Levant mirror the political investment of Congress and the American public in Middle East politics over the last thirty years. These LCSH headings contrast markedly with those established in other national libraries and independent value vocabularies, and global opinion regarding the legal status of the occupied territories. The author offers ways that libraries can "decolonize" their metadata in service of Sanford Berman's "access and equity."

    Abstract
    Attention is drawn to the inadequacies of the existing classification schemes as pointed out by individuals and groups concerned with classification research. The article is based on an earlier study by the author, which identified and arranged in a filiatory way the main concepts of sociology and determined their relative significance as headings in a classification scheme. The sociology schedule in the DDC was examined on the basis of 9 evaluation criteria, as e.g. arrangement of major categories, provision for main concepts, use of phrased headings instead of individual key terms, and scattering of related concepts in the schedule. It was found that a large number of the main concepts of sociology are either not represented in the schedule or mentioned in the scope note only along with the main headings. A table shows 100 main concepts of sociology arranged and classified within 10 major categories or sections, and their provision in the DDC. The study suggests that the DDC needs serious reconsideration with regard to the main headings/categories provided as class headings, terminology used for the concepts, the filiatory structure adopted, and the representation of the main concepts of sociology

    Abstract
    The IFLA Section on Classification and Indexing's Working Group on Principles Underlying Subject Headings Languages has identified a set of eleven principles for subject heading languages and excerpted the texts that match each principle from the instructions for each of eleven national subject indexing systems, including excerpts from the LC's Subject Cataloging Manual: Subject Headings. This study compares the IFLA principles with other texts that express the principles underlying LCSH, especially Library of Congress Subject Headings: Principles of Structure and Policies for Application, prepared by Lois Mai Chan for the Library of Congress in 1990, Chan's later book on LCSH, and earlier documents by Haykin and Cutter.     Abstract
    The Library of Congress Subject Headings has flaws in the logic and structure of its headings relating to the Southwest. Examples demonstrate aspects of the regional biases that make it frustrating to use LCSH for cataloging Southwest collections. The frustrations experienced by students, researchers, and library patrons trying to find detailed information on the Southwest have significant social consequences, especially for Hispanics and Native Americans. Antonio Gramsci's concepts provide a framework to present the implications of these consequences and the need to correct them. LCSH is a major cataloging and research resource both nationally and internationally. Successfully changing biased and inaccurate LCSH subject headings will exhibit social and political leadership while LCSH is providing technological leadership as a key source for developing cooperative online international authority files for subject headings.
